Exercise Scenario


Developed in consultation with technical and
policy experts, the exercise scenario portrayed
a deadly, global pandemic involving an unusual
strain of monkeypox virus that first emerges in the
fictional country of Brinia and eventually spreads
globally. Later in the exercise, the scenario reveals
that the initial outbreak was caused by a terrorist
attack using a pathogen engineered in a laboratory
with inadequate biosafety and biosecurity
provisions and weak oversight. The exercise
scenario concludes with more than three billion
cases and 270 million fatalities globally. As part of
the scenario development process, NTI conducted
a virtual consultation with experts in December
2020. (See Appendix A for the list of participating
experts.)

ECDC Bombshell: ‘Monkeypox Outbreak Appears To Have Leaked From Ukraine Lab’

Independent investigator Dr. Benjamin Braddock claims that an unnamed source at the ECDC told him that preliminary analysis of the monkeypox strain currently doing the rounds found the virus came from a lab and may be related to the U.S’s biological research in Ukraine.

“ECDC source tells me that the preliminary analysis of monkeypox indicates that it is ‘a third lab strain with unknown characteristics’ and that there is chatter about this being somehow related to Moscow’s charges against U.S. biological activities in Ukraine,” Braddock tweeted on Saturday.

Here we are, well into year three of the COVID-19 pandemic, and now we’re having an outbreak of monkeypox?

How does a person get monkeypox?
Typically, this illness occurs in people who have had contact with infected animals. It may follow a bite or scratch, or consuming undercooked animal meat.

The virus can spread between people in three ways:

inhaling respiratory droplets

directly touching an infected person

less often, through indirect contact such as handling an infected person’s clothing.

The respiratory route involves large droplets that don’t linger in the air or travel far. As a result, person-to-person spread typically requires prolonged, intimate contact.

Is monkeypox a sexually transmitted illness?

Monkeypox is not considered a sexually transmitted illness (STI) because it can be spread through any physical contact, not just through sexual contact. Some of the recent cases have occurred among men who have sex with men. That pattern hasn’t been reported before.

What else is unusual about this outbreak?

Many of those who are sick have not traveled to or from places where this virus is usually found, and have had no known contact with infected animals. In addition, there seems to be more person-to-person spread than in past outbreaks.

Virologists Claim ‘Hyper-mutated’ Strain of Monkeypox is Spreading Globally

Researchers wrote that 50 mutations observed were ‘far more than one would expect considering the estimated substitution rate for orthopoxviruses’.

Virologists who have obtained samples of the monkeypox virus that is now breaking out in spots across the globe say that their analysis shows the pathogen is a “hyper-mutated” strain.

Portuguese virologists, tasked with conducting Covid-like studies to trace the virus’s evolution, claim the strain currently circulating is very similar to one that cropped up in Britain four years ago.

But samples taken from a handful of patients struck down in the fresh outbreak suggest the virus has collated an extra 50 mutations.

Researchers wrote that this was ‘far more than one would expect considering the estimated substitution rate for orthopoxviruses’. They also warned that an ‘evolutionary jump’ — like with the Covid Omicron strain — may have created a ‘hyper-mutated virus’.

Personally, I would hope researchers would attempt to track down patient zero for this strain and ascertain its origins. However, such queries would likely be deemed “stigmatizing“.

On the other hand, the World Health Organization (WHO) assures us the virus has not mutated.

Given our recent experience with WHO’s actions during the covid pandemic, I know who I am choosing to believe at this point.

Meanwhile, 3 countries that have never reported monkeypox cases before in their history have now added to the tally of global infections.

The United Arab Emirates (UAE) has became the first Gulf state to record a case of monkeypox.

The Czech Republic and Slovenia also reported their first cases on Tuesday, joining 18 other countries to detect the virus outside its usual Africa base.

That number is expected to rise further still, but experts say the overall risk to the general population remains low.

Outbreaks of the virus have been found in Europe, Australia and America.

Subject:  Outbreak of the deadly ‘California flu’ in Ukraine

According to an online publication(1) and other information, at least 20 Ukrainian soldiers have died and 200 are still hospitalised after the accidental leak of the ‘California flu’ virus from an American laboratory near Kharkov in eastern Ukraine.

The spread of this dangerous virus has been confirmed by the deputy commander of the army of the Donetsk People's Republic, Lieutenant Colonel Eduard Basurin, who said: ‘According to the Ukrainian army medical corps, there is an epidemic among military personnel. According to medical staff, the virus first causes a sudden fever that cannot be treated even with antibiotics and death occurs two days later. So far 20 soldiers have died from this unknown virus and an attempt is being made to cover up the whole thing.’

By 22 January the virus had spread further and was out of control: ‘We continue to record an epidemic of a new incurable strain of flu in the ranks of the Ukrainian army,’ said Donetsk information office.

Misinformation, Disinformation, And The Climate Sciences: Part 1 Prevention

The first article suggests the author of the second article might in future be fined and imprisoned if an AI algorithm flags his article as climate skeptical misinformation. The suggestion is largely derived from a Treen et al. (2020) article that worries about the systemic dissemination of misinformation on social media, and its potential harmful impact on society.

It advocates such toe-curling cures as governmental regulation, fines and imprisonment for offenders. What is misinformation, and how can we prevent it? Part 1 of this article deals with misinformation, and how to combat it in an effective and scientific manner. Part 2 takes a long scientific look at the “climate alarmist” article that caused the Great Barrier Reef (GBR) controversy, and at our currently floundering peer-review process that enables the scientific publishing of misinformation.

Misinformation And Disinformation
The distinction between misinformation and disinformation is that the latter intends to deceive, that is willingly and knowingly communicates false information (Karlova & Fischer, 2012; https://en.wikipedia.org/wiki/Disinformation): intent is an important factor in determining whether the author’s motives are benign or malicious. Most people regularly engage in misinformation, for example you mention you’ll be at a party at 7 PM but actually show up at 7:30.

Your intent was not to deceive, but through carelessness, bad planning, traffic, etc. your conveyed information was inaccurate. Scientific articles occasionally misinform too, but we tend to believe scientists are driven by an altruistic search for objective truths, and are not promoting ideological beliefs, or seeking material gains or social Kudos.

We therefore trust that the scientific community will willingly self-correct misinformation on learning more objective truths. Disinformation however is knowingly communicating false information that intends to deceive, for example stating you will arrive at 7 PM when you are planning to leave home at 7:30.

Treen et al. (2020) however consider disinformation asubclass of misinformation, so their proposals for preventing and combatting misinformation run the risk of censoring both the benignly misguided as well as malicious propagandists.

Since 1665 the scientific community has a tried and tested way of battling mis- and disinformation that doesn’t involve censorship, fines or imprisonment: Henry Oldenburg, the first editor of the Philosophical Transactions of the Royal Society, introduced the peer-review process, whereby an author’s scientific peers would verify a publication’s scientific accuracy.

We therefore tend to trust that a scientifically published article – such as Treen et al. (2020) – contains objective truths as it has been vetted by a panel of editors and reviewers that are driven by altruistic, not ideological, motives. For the last 25+ years however the standards of many publications – even well-renowned ones that are considered scientific authorities such as Nature and Science – has been slipping, and their peer-review process has increasingly been failing the scientific community (see Part 2).
